21 duplicated logging settings and one spelling fix
The new GroupPolicyPreferencesLogging.admx defines the same 21 Group Policy Preferences logging settings that grouppolicypreferences.admx still contains, with the same registry keys. The API sampling policy fixed a typo in both its ID and its registry value. Both count as additions, so there are fewer new settings than additions.
